- A proposal
for revising ARRAY and CHARACTER to make all features safe for
their descendants passed a membership vote. The proposal
refines the features as_lower and as_upper in CHARACTER and
revises features resize, force, is_equal, and subarray as well
as the class documentation in ARRAY.
The change to class ARRAY will upgrade ELKS 2000 ARRAY into
ELKS 2002 ARRAY. The membership will leave ELKS 2002 ARRAY
open for another month or two in case any errors or omissions
come to light. After that, the membership will vote to
present it to the NICE Board.
The change to class CHARACTER adds to the previous changes
for this class. CHARACTER has not yet been reviewed
completely, so it will not be read to form a new ELKS
CHARACTER standard until the membership returns to this class
for a complete review at a later date.

- A proposal
for extending class ARRAY has passed a membership
vote. The proposal adds features 'make_from_array',
'array' and 'same_array' to the ELKS 2002 ARRAY class,
according to the 3 SEPTEMBER 2001 version. Feature
'make_from_array' is both a creation procedure and a
command.

- MOTION 99-01:
Thanks to Eric Bezault
- The Board of Directors of NICE
thanks Eric Bezault for running the 1998
Eiffel "Class Struggle" which was an
outstanding success. Following in Frieder's
founding footsteps he performed an incredible
amount work to convince people to become involved,
publicising the contest, obtaining contributions
impressive in both numbers and quality, organizing
the evaluation process, and running the entire
operation smoothly, convincingly and efficiently
for the greatest benefit of the Eiffel
community. Eric also added further rigour to the
organisational framework which will allow for a
more repeatable event.

- MOTION 99-02: Eiffel
Struggle '99 Support

NICE will support a competition, hereafter
referred to as the Eiffel Struggle (ES), patterned
after Frieder Monninger's 1997
ES and Eric Bezault's 1998
ES which were both very successful
competitions.
Franck Arnaud will
act on NICE's behalf and will handle all the
organizational details of the Struggle, from
publicity to recruiting judges to notification of
results from the NICE web page. NICE
will contribute prize money in the amount of
$2000.
